Emphasis on threats {breath {breath Tonight the ^Clinton administration and its allies in the North ^Atlantic Treaty Organization {breath are trying to stop the ^Serb campaign of violence in the southern province of ^Kosovo {breath without having to get themselves too deeply involved {lipsmack {breath It is very tricky. The ^Serbs are trying to crush an independence movement in ^Kosovo {breath and the ^Serbian leader is not easily restrained {lipsmack {breath {breath Given his promises in the past, it's also a dilemma for Mr. ^Clinton. {breath First here's _A_B_C's ^John ^McWethy. With villages in ^Kosovo going up in smoke, NATO defense ministers in ^Brussels issued the toughest warning yet to ^Yugoslav President ^Slobodan ^Milosevic, {breath stop the killing of ethnic ^Albanians who live in ^Kosovo, {breath withdraw your heavy forces, {breath and begin peace talks or face the possibility of military action by the West. Today we took some important steps to ensure that Mr. ^Milosevic knows that his indiscriminate use of force {breath is unacceptable. The planning is under way and the message is clear and unambiguous {breath to ^Belgrade. {breath Think again, change your mind, change your tactics. The first step is to be a show of force. Sometime in the next week, jet fighters and bombers from at least the _U_S, ^Britain, and ^France will conduct practice air strikes on bombing ranges just across the border from ^Kosovo in neighboring ^Albania and ^Macedonia. {lipsmack {breath At the same time, NATO military planners are looking at much tougher options {breath that ^Pentagon officials say could include air strikes against ^Yugoslav military and police units. {breath There are deep misgivings here at the ^Pentagon about the effectiveness of dropping bombs to make diplomatic points and as always concerns that civilians could be hurt more than soldiers. There are no easy choices to be made here if the p if the %uh situation cannot be {breath %uh brought under control in ^Kosovo, all of the options are bad. {breath In ^Bosnia, two and a half years ago, the _U_S pushed the Allies into a massive air campaign that eventually drove ^Milosevic and his ^Bosnian ^Serb allies to the bargaining table. This time it's the ^Europeans pushing the ^United ^States with the hope that just the threat of air strikes will be enough to make diplomacy work again. {lipsmack {breath ^John ^McWethy, _A_B_C News, The Pentagon.

[[NS]] Before an invited audience at the National Geographic building in downtown ^Washington, the President noted that a quarter of the world's population is ^Chinese. s Seeking to isolate ^China {cough is clearly unworkable. {breath Most important, choosing isolation over engagement would not make the world safer. It would make it more dangerous. The President said engagement is paying dividends in cooperation on nuclear nonproliferation, {breath combating terrorism and international crime, {breath environmental matters, {breath trade and even, he said, in the field of human rights. Seeking to isolate ^China will not free one more political dissident, will not open one more church to those who wish to worship. Instead, it will limit our ability {breath to advance human rights and religious and political freedom. [[NS]] Mr. ^Clinton said he will press the ^Chinese leaders on human rights and religious freedom during his visit, {breath but he will attend the traditional welcoming ceremony in ^Tiananmen Square {breath even though that is the place where ^Chinese dissidents were massacred {breath in nineteen eightynine. If the choice is between making a symbolic point and making a real difference, I choose to make the difference. But to some critics, the symbolism is the difference. I I fear the symbolism of that visit to ^Tiananmen Square {breath where nine years ago students were murdered will overwhelm everything else he does. And to other critics this trip itself is being made for the wrong reasons. This is about profits for some large multinational companies {breath at the expense of most products made in ^America, {breath at the expense of our national values. {lipsmack {breath While in ^Beijing the President intends to go to church that Sunday to make his point about religious freedom, and the next day speak out forcefully at ^Beijing University on human rights. {breath Officials here believe the ^Chinese will be impressed. He needs problems in ^Kosovo, these women say, {breath to divert public attention from the economic mess in ^Yugoslavia. {breath Still most people on the streets were focused more on ^Yugoslavia's World Cup victory. This morning President ^Clinton phoned ^Yeltsin and had a forty minute conversation aides described as excellent, {breath during which the two agreed ^Yeltsin would talk tough to ^Milosevic. Press secretary ^Mike ^McCurry put it this way. President ^Yeltsin indicated that he was going to do everything he could to convince {breath %uh Mr. ^Milosevic of the precariousness of %uh ^Serbia's position. But everything does not include ^Russia's backing of the threat of force. ^Russia opposes NATO using force in the ^Balkans and ^Milosevic knows it. So ^McCurry had to say that despite ^Russia's objection, a _U_N resolution authorizing the use of force {breath might still be necessary. {breath And as for ^Russian defense minister ^Sergeyve's public complaint that no one had given ^Moscow advance notice of the weekend NATO exercises, {breath state department spokesman ^Jamie ^Rubin had to dispute that. The ^Russian e authorities were well aware of what NATO was planning, and {breath and we were s somewhat surprised therefore at their expressions of of shock. {lipsmack {breath The hope here is that ^Yeltsin will make an impact on ^Milosevic {breath but that may not be enough. {breath ^Milosevic has a history, ^Charlie, of not backing down until he's forced to, and that hasn't happened yet.

More than ten years ago ash from ^Philadelphia's municipal waste incinerator {breath {breath left _U_S shores looking for a dumping ground. {breath The ship, ^Khian ^Sea, traveled for almost two years {breath looking for a resting place for the ash. {breath It was turned away from several countries who did not want to be the garbage bin for another nation's waste. The ^Khian Sea finally unloaded four thousand tons of the ash {breath in ^Gonaives, ^Haiti, {breath after claiming it was harmless fertilizer. The waste, laced with lead, cadmium, and other toxic substances, {breath is still there ten years later. Think only of what would happen {breath if somebody will go to the Golden Gate {breath and dump garbage {breath on the Golden Gate. It will be {breath an outrage in the _U_S. But tiny ^Haiti, little ^Haiti {breath has no right to have {breath {breath its sites, its beauti this beautiful county protected by {breath {breath by any law. I suppose I do, I mean, you'd love to be able to just find all these things exactly as ^Joyce wrote about them, {breath though it is an impossible dream. The effects of the strike against General Motors now stretch from the assembly line to the showroom floor. {breath The _G_M plant in ^Doraville, ^Georgia, is among the latest to close. {breath It's the only _G_M factory that makes minivans. The strike has now idled operations at twentyone assembly plants and eightyeight parts plants, and as _C_N_N's ^Ed ^Garsten reports, car dealers and car buyers {breath are beginning to feel the effects. ^Dave ^Lapine and his family were looking desperately for a ^Pontiac Transport minivan. They found this one, but it wasn't easy. And they didn't have much of a choice. Well, because of the strike and they can't get them in. You bet, says ^Russ ^Shelton, who owns the dealership where the ^Lapines found their Transport. His lot is almost empty, with less than a thirty day supply. This time of year %uh there'd be a whole bunch of cars all the way to the fence, actually double parked, and triple parked and on top of each other. Now, there's plenty of place to park. [[NS]] No such problem at ^Gerald ^Brown's ^Chevy in ^Buford, ^Georgia. Plenty of cars and trucks to go around. But that doesn't mean general manager ^Nelson ^Neal isn't concerned about the supply of his highest profit vehicles. As the strike wears on, that's going to become more and more of a %uh of a thing. There're just going to be fewer and fewer vans. Truth is most _G_M dealers around the country do still have plenty of vehicles to sell, for now. Except in ^Michigan, where thousands of people like ^Dave ^Lapine work for _G_M and use their employee discounts. But for regular shoppers the strike shrunken supply isn't putting a crimp in their choices. Because with all the dealerships, you will find a car. But for those who've made up their minds to buy a _G_M car, time is of the essence. The dwindling supply of ninetyeights may mean bad news for bargain hunters, those who usually wait until August for those end of model year clearance deals may find there simply aren't any cars left to buy. And if there aren't any to sell, dealer ^George ^Glassman says, We're going to have to become the best used car dealership that we're able to. {breath Well, things will get worse today and possibly the worst case scenario will be complete by this weekend. {breath More assembly plants are expected to go down today. {breath The remaining of _G_M's twentynine assembly plants down by the end of the weekend. {breath Today, _G_M's only operating at about ten percent of capacity, {breath that's a loss of twenty thousand vehicles today. {breath {breath %uh We're told by the union {breath that bargainers were expected to gather around the respective bargaining tables, both here at the metal stamping plant, {breath and across town at the ^Delphi plant {breath at this hour. Some people in Southern ^California are still feeling the devastating blow from last winter's ^El ^Nino driven rains. Some people who lived in their dream home {breath {breath high above the bluffs of ^Malibu will soon be homeless. _C_N_N's ^Charles ^Feldman has that story. ^El ^Nino came to ^Malibu with a vengeance this winter. And while the rains and winds have left, its legacy lives painfully on. The storm also ripped off roofs and {breath {breath downed trees and utility poles. {breath {breath At least thirty people were hurt, two boaters are missing still {breath {breath on lake ^Erie as well, big storm.

Whatever. Another big storm to tell you about here in the ^Pacific, {breath it's called ^Blas. It is a hurricane, the second tropical system of the season in the Eastern ^Pacific. {breath You can see it here e at this point somewhat paralleling the coast {breath but it is expected to remain out over open water and eventually move over colder water but that won't happen for another three days. It's a very strong and powerful hurricane in the ^Pacific. {breath {breath And there are some rain showers and blustery winds and certainly some high surf here along the coast, {breath {breath but it is not expected to move toward any landmass at any time but we will continue to monitor it. {breath {breath Good morning for those of you waking up in the West, pretty good day today, although there is another cold front moving in through the Northwest, you can clearly see it here {breath {breath some rainfall with that, and cool temperatures remain. {lipsmack {breath {breath That is not the case, however, for much of the East. The very hot weather continues to funnel its way to the North. {breath ^Florida will sizzle again. We saw more records fall. {breath {breath We might see some relief in this later in the week. {breath ^California authorities thought they made a breakthrough in the case of a missing girl, only to find out they were wrong. {breath Yesterday a badly decomposed body was found in ^San ^Benito county, fifty miles {breath from where a thirteen year old ^Christina ^Williams was last seen. But investigators now say {breath it was not ^Williams' body. {breath ^Williams vanished more than a week ago, while walking her dog, {breath near her seaside ^California home {breath officials are now trying to determine the identity of this body.

{lipsmack {breath General Motors, now turning up the heat on its striking workers and the walkout, could lead to a possible court battle. {breath The strikes by workers at two parts plants in ^Flint, ^Michigan, {breath have virtually brought _G_M to its knees. {breath {breath The auto maker has filed a grievance with the _U_A_W, accusing them of striking over {breath nonstrikable issues. {breath The grievance could go to court after an arbitrator rules on the matter. {breath {breath Union officials call _G_M's action a public relations stunt. Another decision handed down by the Supreme Court. _C_N_N's ^Charles ^Bierbauer watching this as it relates to {breath ^Ken ^Starr, ^Vince ^Foster, and the President. ^Charles, what have you find out? We have a victory for the lawyers in this case. %uh The lawyers who opposed ^Ken ^Starr's desire to get hold of some notes {breath taken by the attorney for ^Vince ^Foster who was the deputy White House counsel. This goes back into the complex of ^Whitewater specifically the Travelgate investigation. What the court has ruled is that attorney client privilege is such a well established {breath foundation of the legal profession {breath that Mr. ^Starr has not proven +satisfactorily {breath that he should be able to create an exception to it and gain access to those notes. {breath Specifically, if Mr. ^Foster were still alive there would be no question, {breath attorney client privilege would hold. The question raised by the independent counsel was {breath {breath can that privilege be broken after the death of the client. {breath Supreme Court in a six to three decision says absolutely not. {breath It is too much a basis of the legal profession and the trust inherent between a client and an attorney. So, a blow for ^Ken ^Starr in that particular case. {breath That's the last of the six tha w opinions we'll get today. There are three more left to be delivered for this term {lipsmack {breath {breath two of which deal with the %uh the crucial issue of sexual harassment we expect we will hear about those tomorrow. {breath Very quickly, the others that we've gotten this morning, the court has struck down the line item veto, {breath saying if Congress wants to give the President that kind of power it has to do it by amending the constitution. {breath {breath It has also reversed a decision with regard to the National Endowment for the Arts, {breath allowing that the Endowment can maintain a standard of general decency, {breath does not have to grant %uh funds to those who might be judged to violate {breath {breath %uh the question of decency in this country. {breath Also, in a case %uh involving a dentist and his patient up in ^Maine. The patient has _H_I_V positive. {breath {breath The court has ruled that AIDS and the _H_I_V virus do constitute {breath {breath a disability under the ^Americans with Disability act and the need to be treated in such a fashion. {breath They sent that particular case back for more %uh investigation in the lower court, but a certain victory {breath %uh for the AIDS community today, also granted by the Supreme Court. And lastly {breath in a case involving a suspected Nazi collaborator who's lived in the _U_S for years and faces deportation, {breath {breath the court has ruled that the fifth amendment protection from self incrimination does not extend overseas. {breath {breath Important less in the question of of former Nazis but {breath very important to the _U_S government in prosecuting %ah {breath %ah drug smuggling cases and terrorism cases. Those decisions from the Supreme Court today. %uh. th by my count ^Charles, that's five, three more pending correct? %ah That's that's five, there's one other %uh today that came out, it deals with the coal act. {breath It will be of some interest to businesses because it says that the government cannot {breath %uh retroactively reach back and make claims in particular in this case on a company that had been out of the coal business for years {breath under the coal act had been required to provide funding for %uh some some health care benefits for retirees. The court ruled it was a severe, disproportionate and retroactive burden. {breath That makes six, three to go Okay, the correction is made, ^Charles ^Bierbauer live there in ^Washington. {breath In ^Washington is _C_N_N's ^Bob ^Franken who joins us now with more on this attorney client privilege ruling and {breath {breath basically ^Bob, this is a loss for ^Ken ^Starr. It's a it's a big loss for ^Ken ^Starr. {breath An unusual loss for ^Ken ^Starr and there are going to be {breath {breath cheers in the legal profession today. This was {breath considered by %uh most lawyers just an extremely basic case. Attorney client privilege, {breath they believe, {breath has a certain amount of sanctity in the law, it has been penetrated to some degree {breath by lower court rulings. Of course, {breath this was an unusual case. This is one {breath that had to do with whether or not the attorney client privilege extended {breath {breath beyond the death of the client. And of course the Supreme Court ruled in favor of the attorneys {breath {breath %uh and %uh it had to do with notes that was taken, {breath notes that were taken by %ah ^Vincent ^Foster's attorney just nine days before he died. {breath {breath So ^Kenneth ^Starr has lost one here. {breath The significance of it in t the investigation is really e %uh up for question. %ah The question of ^Vincent ^Foster, {breath and what role {breath he might have had in the ^Whitewater case has been %uh determined to some degree by other aspects of the %uh investigation. {breath {breath And of course %uh ^Vincent ^Foster's files {breath are in the hands of the independent counsel. Don't forget %uh ^Ken ^Starr's investigation also extends to areas besides {breath just ^Monica ^Lewinsky. There's the entire ^Whitewater matter. {breath And it was always suspected that ^Foster {breath might have had information about ^Whitewater. {lipsmack {breath But in any case an important legal principle was decided by the Supreme Court today, as I said. One {breath that most lawyers are going to at least breathe a sigh of relief about. %uh ^Bob, while we have you here, we know you work in the grand jury beat right now, but before that we saw you always {breath on Capitol Hill. There was also a ruling, {breath %uh from the Supreme Court relative to the line item veto, basically saying Congress, {breath it's unconstitutional. Congress wanted it, passed it. The President liked it as well. {breath {breath How big of a setback for this ^Bob? Well it's it's a big setback, but it's a setback, it's a bipartisan setback, it was one of the things that %um the republican leadership {breath {breath and the president had agreed upon. Of course the president's experience {breath with %uh the line item veto, came {breath from his experience as a governor. And in most states %uh the governors {breath {breath have the ability {breath to %uh line out %uh spending appropriations that come from their legislature but {breath {breath the _U_S constitution {breath very specifically leaves the appropriation process {breath {breath up to Congress. And %uh many people believed {breath that once the Supreme got Court got hold of this case, it would not sustain a line item veto. {breath %uh e Those people were correct, and so now, the line item veto, which was one of the hallmarks by the way {breath of the contract with ^America when the republicans first came in, {breath has been swept aside by the Supreme Court.

{breath Researchers also think they have explained one cause of sudden death among athletes. They say that a single well timed blow to the chest {breath {breath can stop even a healthy heart. In tests on pigs {breath researchers found that if the chest is struck in just the right spot during the fraction of a second {breath {breath when the heart is preparing for its next beat, {breath the electronic signals get scrambled and it cannot resume its rhythm. {breath Such cases have been reported from the little league field {breath all the way to the professional hockey rink. {breath

{lipsmack {breath Products containing ^Olestra should still carry warning labels but the fat substitute is safe. So says {breath an advisory panel to the _F_D_A. Before you start trying to re u turn it so the average individual'll go out there and invest {breath {breath their social security money, but they ought to first of all +just get by the year two thousand {breath and the _Y two _K problem {breath which many people feel was going to definitely bring the world into a terrible recession. {breath {breath So let's say if we get by that, then you people, when you see the markets drop tremendously, especially since a lot of stocks are selling right now {breath {breath at twenty times the earnings of the company, {breath which is pretty high, some stocks are selling at fifty times {breath yearly earnings of the company and if to me, there's one factor that I've never heard anyone bring up that I think is av interesting way +that +you should take the s s so social security money and invest it and get a better return {breath {breath a lot of, in a lot of firms in across the country they have real estate trusts that have done rather well. The majority of the profits are made go back to the stock holders. {breath {breath Take the federal buildings across the country {breath and maybe some rented federal lands {breath and sell that at fair market value to the social security administration. {breath The social security administration will then form a real estate trust, the ^American government, {breath people owning and s through social security a lot of the government buildings and things across the country, not the White House and not the Congress of course. {breath {breath They would then charge rent, fair market value rent to the government, and other companies {breath for this property, property. Their monies will come back into the government and be used to %um pay social security and they'll probably get a much higher return than basically buying federal e %um bonds.
